Origins of Risk Management On 2 Sep 1993, Typhoon No. 13 made a direct hit on Kume Island in Okinawa. The weather station on the island recorded winds of 53.9 m/s, but the monitoring equipment had been broken by the strong winds. Given that many utility poles had been knocked down, it was estimated that wind speeds exceeded 70 m/s. Kumejima Eef Beach Hotel, located on the southern coast, bore the brunt of the strongest winds, and many glass windows—including those in 10 guest rooms—were shattered. After evacuating 10 groups of guests, the hotel entered the eye of the typhoon. Miraculously, no one inside the hotel was injured (several people were injured on the island), and it took three days for power to be restored. However, the typhoon moved northward and made landfall in Kagoshima, where 20 residents who had evacuated to a private home were killed in a landslide. Learned firsthand the intensity of typhoons in Okinawa and the importance how to prevent casualties.
